Premier League clubs have strict rules to follow when completing player transfers, particularly on deadline day when deals are often concluded in the final hours.

Here is how clubs complete and register transfers before the window closes, according to a post obtained from Premier League’s X handle on Wednesday

Deal sheet

The deal sheet is an important tool for clubs completing transfers close to the deadline. It allows a club to confirm that an agreement has been reached while giving it additional time to submit the remaining paperwork.

For an 11pm deadline, a deal sheet can be submitted from 9pm and must arrive before the transfer window closes. Once submitted, the club has until 1am to provide the full documentation.

However, international transfers must still meet FIFA’s midnight deadline through the Transfer Matching System.

Transfer documents

To register a player, a club must submit the required documents to the Premier League. These include the player’s contract, transfer agreement, work-permit evidence where applicable, international clearance for overseas transfers and any applicable transfer levy.

The Premier League checks the documents against its rules and those of the Football Association and FIFA, where relevant.

International transfers

International deals must be entered into FIFA’s Transfer Matching System. The buying club uploads the transfer information, while the selling club matches the details.

Once the information is confirmed, the relevant football associations process the international clearance before the player can be registered.

Work permits

Players who require permission to work in the United Kingdom must have the necessary approval before they can be registered.

Clubs must apply for the required permit before the transfer window closes. Players who do not automatically meet the criteria may have their cases considered by an FA Exceptions Panel.

Third-party ownership

Premier League clubs are prohibited from registering players whose registration rights are partly owned by third parties.

A club must have full ownership of a player’s registration and economic rights before the player can be formally registered.

What happens if the deadline is missed?

If a club fails to meet the deadline, the Premier League Board has the power to refuse the application or approve it subject to conditions.

This makes accurate and timely submission of documents crucial, particularly on deadline day when several transfers can arrive within a short period.

When can a new signing play?

Completing a transfer before the window closes does not automatically make a player eligible for the next match.

During a transfer window, the required registration documents generally have to reach the Premier League by 12 noon on the last working day before the club’s next Premier League match.

The international transfer certificate and proof of eligibility to work in the UK, where applicable, can be submitted later but must be received before the player becomes eligible to play.

The system is designed to ensure that transfers are properly documented, verified and registered while giving clubs a limited window to complete last-minute deals.
